本剧由四宗发生在香港，扣人心弦的真实刑案，带出四个令人惊惧的罪行。藉由一队重案组的警探办案实录贯穿而成，包括耸人听闻的「屯门色魔强奸案」，喧腾一时的桃色纠纷「溶尸案」，使市民提心吊胆的「大圈仔军火械劫案」，及「淫业大厦扫黄行动」案件，生动地描绘各阶层犯罪的人性丑恶。而编剧为了加强剧中人物与案件的关连性，特别穿插男女主角CID张兆军（林嘉华）、女CID丁兰（蓝洁瑛）、重案组总督察方伟（陶大宇）、扫黄组女总督察刘婉仪（梁婉静）及聂志华（张国强）一段微妙的五角感情关系，交错编织成属于都市人性化的实录档案。
张文伟（罗嘉良 饰）看似前途无量的大学生，实际上出生在贫困的家庭之中，母亲靠着做老鸨才将他拉扯大，但张文伟不但对母亲毫无感激之心，还竭力的想要抹去这段历史的存在。张文伟对金钱和地位有着超越常人的渴望，一心想要通过婚姻达成自己跨越阶级的目的。 一次偶然中，张文伟邂逅了名叫蒋莉（梁小冰 饰）的女孩，得知蒋莉的父亲是香港有名的富商，张文伟当即开始了对于蒋莉的热烈追求，没过多久，两人就走到了一起。然而直到此时，张文伟才得知，蒋莉是庶出之女，并不能够继承父亲的财产，暴富之梦破碎的张文伟对蒋莉痛下杀手，将攻略的目标转移到了蒋莉的妹妹蒋莹（郭蔼明 饰）身上。
